Really, any GTA game (besides IV) that you use the health cheat on. Most of the time you'll circle around and your shot (if it lands on a gun, which it does 9/10 times) hits someone and although you have full health, you now have a wanted level, so now you have to do the no wanted level cheat to get rid of that, and now you'll have to do the full health cheat again because while you were getting rid of your wanted level, a group of gangsters were still shooting at you.
