Yes because they don't know who it is. So it can be in the wolfs disavantage to kill anyone random.

 

Oh round 7 is full of random distrust.
Several suspicious suspicions sometimes sound severely silly.

It could also be that he's a wolf who didn't remember the other citizens because they are expendable and names don't matter to wolves this early in the game.
