Look, in my books, making a Pokemon with Pokesav is perfectly fine, as long as you don't turn around and say
"LULZ CHEK OUT MY LVEL 100 PIKACHU WIF 999 ATAC AND 999 SPED LULZ PWNED!!!!11!one!!1"
Seriously - I've even started making low level Pokemon and just EV training them.
What's the difference, I read somewhere that now 63% of Pokemon above level 90 now adays are hacked.

since we assume that everyone here has heard of pokesav, and is using a rom, why don't you save your pokemon as .PKM files and submit them? If there is any hint of a hack, the .PKM file will show it using a legality checker. If the file checks out fine, then at least the pokemon is within the bounds of the game, even if it was still SAVed.

I do save my pokemon as .PKM's, but I don't have a legality checker.
Perhaps you can provide a link ?

Download it and just drag and drop your .PKM file onto it.

And as for forte, you don't really need to do anything too complicated, just load up your save and click the save button on any pokemon that you need to be saved as a .PKM file. (You can also do boxes, and you can save the entire box if you want)

Since the legality checker tells you MUCH more than what a simple look at a pokemon tells you, I would recommend this, and to make it much more efficient, we could have all participants post their .PKM files on this board. Not much of an element of surprise, but at least we know the game is being played fair. There aren't spiritombs with wonderguard running around, or GBA pal parked pokemon that were created using pokesav.

The things I look for when running the legality checker is the checksum, PID, trash bytes, and it's "Type." Refer to the site for Types. These are things that you can't see in-game.

Because you can make a hacked pokemon.
It just makes things easier.
That is to say, it's just as easy to make a LVL 100 over-stat & EV trained Garchomp as to make a Level 1 Togepi with not even 5 ATK.
