who is the stronges anime character

I'd have to put my money on Ryogi Shiki rather than Tohno. If you've seen any of the Garden of the sinners movies then you'd know what I mean.

 

Well, it is true that Tohno is inferior to her since Tohno didn't have any battle training and too much use of his eyes can kill him. Ryougi is just superior in every way, the only thing that can help Tohno is his fighting and assasination instinct in his subconcscious that activates only when there is a monster around.

Goku would be the strongest in my opinion.

He's a super saiyan, who can shoot particle beams from his hands at will. Then again some other characters can be similar to firing beams and is an expert martial artist, but Goku is somewhat supernatural, so he could surpass most of them. Because his power level is over 9000.

Shizuo Heiwajima of Durarara!!. He possesses inhuman strength (he can throw trucks, rip street signs from the side walk, etc) in a somewhat "realistic" world. Of course he is not on par with someone such as Goku or Ichigo as they're beings with supernatural powers, but if you're going for the more "realistic" anime character I'd go with Shizuo Heiwajima.
