And people get to fight with different characters and win just like rock-paper-scissors.
The game is based on strategy, not only power.
Jump! ultimate stars only include shonenjump characters.

As a Matter of fact, if Vegeto reached SSJ4, he would be stronger than SSJ4 Gogeta.
Normal Vegeto is as powerful as SSJ Gogeta, and SSJ Vegeto more powerful than him. SSJ4 Gogeta would obviously pwn SSJ Vegeto, but as Vegeto is a true fusion - one that cannot be undone - it is more powerful.
