I hardly do any vector works so no I dont use Illustrator. I usually do artwork by hand, scan them in and colour using Corel Painter. I tried photoshop but I cant seem to blend colours well there and they come out looking cartoony. I dont trust drawing things in digitally, it is way easier to manouveur it in actual pencil drawing.

For this one though I'm talking about the squares off to left of the signature that you can see.
I did not make these. I am showing them for reference as these are property of my friend Byakuya on another forum.

Why don't you get some gridlines and paste them into a new layer?

    Photoshop CS2 and...
does Macromedia Flash 8 count? I don't use it to draw but I do use it to make an art.

You can always make a grid pattern, then lower the opacity and erase a bit of it... That, and there are grid brushes.

Art programs, I use Photoshop and Sai. Sai's a nice program if you have a tablet =w=b, but it's still great even if you don't.

What is the best program for starters like me to get used to? Is CS3 advisable?

Yes, but I advise you to find the latest CS4 and start from it. Tutorials and practice is the key to mastery ^^. Adobe Photoshop is very easy to use and its tutorial is available like everywhere.
