The easiest way to find what ever pokemon you're looking for is this. Go stand in grass, or just inside a cave entrance, or whatever with a pokemon that knows sweet scent! ;v) You'll get the one you want eventually! ;v)

 

Dude, if you think Deino (20% encounter chance) is a pain in the ass, try looking for Tynamo in Chargestone Cave. It's a fricking 8%.

At least Deino is a 1 in 5 chance, which is pretty easy.

insane, i found 4 or 5 of these when going through chargestone cave, not once did i see a deino >__> in victory road so it might change the rate trainers meet them

 

These rates are static to whatever version you're playing.

Tynamo is universally 8% at best. You just got lucky. I probably would have encountered more, but I caught it at first sight and then left the area.
