It was never their plan, in fact the clause regarding "virtual child pornography" being a crime was removed from the bill. It's an exclusively anti-otaku bill that seems to be attempting to deprive them from what drives them into their rooms.

It seems like to me that the creators of the manga genre are having a difficult time shifting gears from what they incorporate into their own daily stuff.

The more suttle forms of lolicon are going into the regular comics of under 18+ ratings thus making their way more public than before.

Aside from all of the artists occupations, they are compliant to supply and demand...and those businessmen demand MORE! Whichever way the committee goes it better not be the wrong way.
