They may be generated by the plug in loony, Also there are many plug ins for PS that will generate the same effect.

Ah. Well, it's from the plugin. You just set the values to make it look like that. That's why they look the same every time. As I said, it's really simple to use.

Is MS Paint one of the simplest programs to use? :-[

So photoshop and GIMP are way better to create clearer images? Because Im not very good at them. Well thanks for the info

^ that depends on what kind of image you wish to create, but yes illustrator is better than PS

but most of you used PS to make your sigs right? Well thats still better than what Im capable of.

If anyone wants to start an illustration from scratch, I suggest using Flash MX. Flash is designed purely for animation. I believe it blurs out the pixels while using the brush tool, making it a very clean and smooth. (See my Thread for art I've made on Flash)
