You just answered what I was saying. Newbie AKA Newfag, also the word Weboo is for those who have an unhealthy obsession with anime, those who go so far as to insult other in Japanese even though they're an English speaking person.

Anyways as for Newfag:
Someone who is new to something, could be a website. Usually annoying and stupid enough to be called a new fag.
As told by urban dictionary, yes most people who are new to anime are quite annoying, especially those who think Naruto and Bleach are the greatest things to grace the earth.
