It's quite evident to anyone with common sense who keeps up with current events from multiple sources. This is power consolidation via a show of force by Jong-Un's power bloc to gain support and placate the military wing. Is there a threat? Yeah sure, but it doesn't directly affect America in that they shouldn't expect nukes on their doorstep. Precautions have been taken by all affected parties so that anything short of a nuclear strike will have minimal effect, and I doubt they'd go nuclear to try prove a point.
