The higher one of course , a TV with 1080p or something can give better visuals I think.

 

if your monitor supports 480p 720p or 1080p then you should watch videos with the co-responding "p"
as if you had a 480p monitor and you're watching a 720p video it will show as if it was a 480p (best resolution for that monitor) cause that's what your monitor supports. if watching a you have a 720 monitor and watching a 480p video it will show pretty crappy cause your monitor shows good picture quality at certain standard (being 720p or higher)
