Actually, my friend...L discovered Raito was Kira in the beggining of the anime.He even caught Raito with no great efforts, and did the investigation all by himself.Near and Mello just finished the job.And the legacy stuff is just right.As Near + Mello=L + Watari.In a strange, twisted way.

He deduced Light was Kira, yet he didn't have enough evidence to back up his claims.

Near was smart enough to deduce Light=Kira without using the information from L's investigation, AND was able to catch Light in the end, which L did not.

Actually, the only thing that kept L from finishing the investigation was the 13 days rule.So, when he was about to capture Kira, he died.He was almost getting permission from ONU, remember?And Near only managed to capture Kira when a certain member from L's team gave him some information.Not to mention L managed to discover the Notebook, whereas Near counted on L's team and discoveries to get to that point.

Which means L was outsmarted by Light, no? Mello managed to figure out without a doubt that the rule was fake.

If I'm not mistaken, that was when both Near and Light had already planned out the final showdown, so it doesn't make much difference.
