He's Chrono, the main character in Chrono Trigger, a SNES RPG. ^^

They look similar because Akira Toriyama did the character's & art for Chrono Trigger, as-well as the Dragon Quest series.

'Toriyama'a the guy who created Dragonball, Z, and helped with GT.

 

Chrono Trigger was a fun game

ive never played it nor have a played any dragon quest

 

Chrono Triggers a fun game, I completed it last year.

I feel the urge to play it again. ^^
