You can use either AR or Gameshark for no$gba.
It's pretty simple actually.

Just some explanation, got to the from no$gba tab, choose utility then cheats.
a box will appear, click add new cheats and then insert the cheat data either Action Replay or Codebreaker.

After that, you only need to tick the small box to activate the cheat.
