The 4363 - C.sav is a no$gba 2.6a save

and 4363 - C.O.P. The Recruit (E).sav is a R4 save

but

4363 - C.O.P. The Recruit (E).sav

so if your rom name is

C.O.P. The Recruit (E).nds your save will have to be rename to C.O.P. The Recruit (E).sav

But is you have your no$gba2.6a save, i could try to covert it for you

 

I hate anti piracy. i really want to finish this game but NOTHING IS WORKING NOW

ik that, im trying to get my SAV which is CTR.sav to load on no$gba. I tried to convert it but the converter is being gay right now. can someone please convert my SAV for me? i will upload it

The save is 1kb 250bytes, you may have to rename it to your rom name for it to work
