You'll first need to make sure your WIFI router has WEP enabled. I don't recall NDS can use WPA/WPA2. Then you go to your Mario Kart main menu - setting to setup the wireless connection by following the steps on screen. I'm not sure you'll be able to find anyone to match with in the global network, since Nintendo already ended their wireless service for NDS and NDSi. You still can play local matches with friends whom are with you.
