Garchomp was placed in Uber because it was too volatile to be placed in OU, more than anything, and because it was bending the metagame around itself. CB Weavile can indeed rape non-Yache variants (like Scarfchomp) but is fairly rare in the metagame, as well as being fragile AND counterable. I agree that Salamence is very similar in functionality and stats, but it's really Sand Veil in particular that was a problem. Salamence has reliable counters. Garchomp didn't. Not to mention that you were almost guaranteed to lose something to an opposing Garchomp. Sandstorm has lost its original popularity because of a metagame shift, part of which was brought on by the loss of one of the top SS abusers.

Look at it this way. The vast majority of teams used to carry a Garchomp and a dedicated Garchomp counter. That's 1/3 of your team gone already. Add to the mix an almost obligatory Tyranitar or Hippowdon to set up a Sandstorm, and half a team can be accounted for almost right off the bat. Marriland's old team was a textbook example.

It can still function as a check to Rayquaza in Ubers, or batter even Lugia into submission. I'm of the opinion that it's a little frail to see big use in the Ubers meta, but too dangerous to the OU meta to be allowed.

Latias without a Soul Dew is comparable to Cresselia, so I haven't had any problems with it being introduced to the OU meta. Soul Dew Latias, on the other hand, has massive Special Defense and Special Attack, and easily outclasses most walls with no setup.

No they are not. Suicune is the only one that is OU, the rest is UU or NU.
