Wait,about ADGS231 question,you can change Arceus type by using Arceus plate which there is inscription whenever you obtain it.

Some people classify them as Uber, I personally don't.

Question: When you guys state OU Tier, does that mean that I won't be able to use Pokemon from the NU Tiers & et cetera?

You may use anything less than OU as well, so you can use UU, BL, NU, Limbo, whatever else, just not Uber, although, most people use OU since they outclass the other lesser tiers.

According to Smogon, it's something that hasn't been classified into a tier, such as Crobat and regular Shaymin, which was originally in the UU tier, but was taken out, (which ruined the UU metagame) but not placed in BL or OU. It would probably do best in BL, which is for the OU metagame.

I would almost say the same thing about Garchomp's placement in Uber. It's not THAT OP, and any Ice Shard will OHKO it. Taking Garchomp out of OU changed the strategy immensely. A lot less Ice attacks, and a lot more Grass Knots.

Limbo is basically saying "we aren't sure where to put this". For all intents and purposes, it counts as BL, which can be specified as a tier if you feel like playing UU on steroids.

Garchomp definitely deserved to be in Ubers, by the way. An Ice Shard will not kill it when it's holding a Yache Berry, which was the standard item on any Garchomp set. In addition, the number of Pokemon capable of reliably carrying Ice Shard is low, and as I've said before, the necessity of making one slot a "Garchomp counter" as well as carrying at least one backup Ice move on your team restricted your options somewhat. Add to that the annoying effect of Sand Veil, sandstorms being the metagame at the time, and you don't even have a reliable way to kill it. The only OU-tier I can think of that could have much hope of taking on a Garchomp head-to-head is Mamoswine. A couple of tanks, like Suicune and Cresselia are probably also capable of this, but just barely. And this is still assuming that your opponent won't just switch out when things get hairy.

EDIT: Apparently Skarmory and Bronzong can come in on Garchomp without Fire Blast/Fang, but can't really do much except set up or Explode. Metagross can come in on a locked Outrage and probably KO with Ice Punch.

As insanecrazy said, OU basically means "no ubers". Everything else is fine, I've been using my Marowak for ages and he's officially ranked NU iirc.

Ugh, here's another problem. Latias can be put in OU or Uber depending on the item it's holding. If it's holding Soul Dew, then it is automatically in the Uber tier, but if it's anything else (I think mine has an Orb or Leftovers, not sure) then it's OU. They have the exact same movesets.

What was the exact reason for placing Garchomp in Uber? Because of the Yache Berry or because of the SD + Outrage, or it's Sand Veil or stats? If it's a matter of movesets, then compare that to Salamence, which has similar typing, purpose, and setup. Also, should it just be that particular setup that is Uber, like Latias, or should it classify it as Uber in its entirety. I prefer to use the Choice banded setup since it doesn't take 2-3 turns to get things rolling, which by that time could be gone. I've had my Garchomp hit by ice and it has been OHKO'ed many, many times. You'll be amazed at what a CB'ed Weavile with Ice Shard can do...

Also, by placing Garchomp in ubers, we add yet ANOTHER dragon to the team, and another reason to pack an ice move, which most of the ubers already have.

Speaking of sandstorm, I don't see it that much anymore...
