As does Mew, believe it or not. Transform isn't that great an ability, outside of using it for the Transform Glitch. Unless Mew has a pro-Attack Nature, it's effectively useless until Level 30.

 

Yeah it is but legendary Pokémon suck

Mew, I think, is awesome. Its stats aren't overkill - Mew is joint 14th with Dragonite, Tyranitar, Salamence, Metagross and Garchomp (among others) in terms of overall stat points - and most people will agree with Mew generally sucks unless you use the Transform Glitch to enable Mew to use Judgement, Shadow Force, Spacial Rend and Aura Sphere.

 

You can't use Legendaries much and you have to cheat so you can unlock their full potential

Caterpie>Mewtwo?

 

Caterpie knows string shot... so yeah!

What happen if the following pokemon is water?

 

Not all pokemon that are water need water, e.g.: blastoise, poliwrath, piplup, totodile, mudkipz.. only fish pokemon would be a problem..
