it could be zangoose if that drawing is the same thing as they show in pokemon sunday....

 

If you look at the legs from the waist area, it has more of a Lucario figure, but the face of a Floatzel/Ninetales,

 

the lower body does look like lucario's..... but really hope its a new line of fox pokemon rather then lucario evolution.

 

ninetales does not need any new evolutions
In my opinnion that would be evo for lucario,floatsel(most likely) or zangoose. or it is just fan made

It does not even have a tail, just really log hair
so it wont be a new fox pokemon at the wery least

 

i dont know about that, but to me, the face just scream out "fox"

 

let's try to ID the rest of the body, for all we know, the spies took the idea of fusion/team rocket experiments and they're using them
