I don't know where you got that from, but according to this the attendance at that game was 76,981. I can't find any breakdown of nationality. The biggest attendance was in 1947 in a exhibition game between the Bears and a college all-star team and was 105,840. In 2009 a Giants-Cowboys game drew 105,121, which beat the previous record of 103,467, set in 2005 in Mexico City for a game between the Arizona Cardinals and San Francisco 49ers.
