As I thought I made clear, I used the general "you". If I was referring to you specifically I would've quoted you. Nonetheless, if there's an issue, you're entitled to take it up with whoever necessary. If your teacher's a moron, step up.
You didn't make it clear though. Anyway, the teacher has more power than any lone student could ever hope to accomplish. Other students would naturally disagree that the groups are unfair. The teacher wouldn't listen because in the US here, more students failing = less bonuses. The principal and city official would naturally agree with the teacher (I live in NYC, for christ sakes) And even if they believed me, it is much less effort to actually do the project for 3 people rather than get involved with the city's education department (it is notoriously slow at addressing issues)
If you care, take it up with someone else who cares. Don't just sit and whine about being powerless. Don't say it's not worth the effort, either - you're definitely not the only one getting dragged down. Geez, some people just don't appreciate democracy.

It would be me and every other person stuck in my position versus nearly every teacher that assigns these things, the city's official love of 'group projects' and 'balance', and of course all the students that love leeching off projects.
Democracy isn't about majority rules, it's about the people's say. Whether the teachers or the city like it or not, properly assigned groups mean better assessment of capability. This in turn affects things like university entrance or employment which then may go on to affect the country's well-being.
It isn't, but it is perceived like that. If I were to take this issue citywide (the state would just ignore something this unimportant) I would be easily struck down. I would inevitably be seen as wrong, since most people involved disagree with me. The way things are in the city, currently, there are few issues the city actually care about. The lament of a few teenagers is not one of those things. OT: I can't stand it when people do not wash their hands after using the bathroom. I've even yelled "Hey in the red shirt. Wash your hands, it's fucking gross." But the guy got even more embarrassed and swiftly left. All in good fun though.

Screw that soccer team that came into Wendy's at 11PM when I was closing dining room... My manager just had to let them in...but they did have a 4 hour trip ahead of them. And they're still not to their destination yet. I didn't get out of that place till 12:30AM...

Yes, that would be fun and I would love that. But something with more power, maybe. That is the whole dream idea behind democracy. That sucks royally.
Dad was a science teacher. One thing he always told me about was how he'd group kids. He'd say that he'd group kids with all of their "friends" but really grouped those with the lowest grades together, those with the highest together, etc. so it would be fair for everyone. He said he quite enjoyed seeing the stupid people panic when they realized all they did was talk to their "friends" for the entire project, whatever it was.
It would be fun if my teacher did that. But she doesn't. I can assure you that she groups failing students with passing students all the time. Besides her telling me, it's also quite obvious. The top student in the class is paired with someone who rarely appears and another student who is average. She doesn't pair us based on our grade like your teacher did, she pairs passing students with failing students, and average students with other average students.
Yeah. The difference is that teacher probably HAD to get the dumb kids to pass to fill some kinda requirements or something, and did it as best as she could legally. Where dad worked, half of his students didn't really give a crap and never did any work. He failed em. The school changed their grades to Bs.
Yeah, she did it because of that. It's because of the city's rules. More students passing means more funding more schools. And part of that funding goes towards teacher bonuses. Also, teachers who fail "too many" kids are looked down upon by the city. It's quite a bad situation we're in. And they wonder why kids are generally having less mental abilities..... Rant: I can't stand the fact that some people still seriously believe the world is flat.
