Download the correct version. 32 bit or 64 bit depending on your OS. In your case, 32bit.

The emulator will not run well with his current specs.
Too much game lag, and the emulator will crash later on.

I suggest you upgrade your PC first.

and use the software renderer. Your card doesn't support open GL

Check again, Direct3D9 is there. I just downloaded the latest version and there are three options, Direct3D9 (Top choice), OpenGL (Middle choice), and the Software Renderer (Bottom choice)

There's no reason to try to run the 64bit version on a 32bit operating system.

Tirith has instructed you clearly on what you should do,
    1) download the 32bit version of Dolphin.
    2) Extract it
    3) Go to 'Option' -> 'Configure'
    4) Click the 'Plugins' tab.
    5) Change the Graphic plugins to 'Dolphin3D9'

Open the plugins folder, in the same folder as the Dolphin.exe, there should be a file:
    Plugin_VideoDX9.dll
That is the DX9 video plugin.

There is also Plugin_VideoOGL.dll and Plugin_VideoSW.dll

I believe you need to update your DirectX to make the "Direct3D9" option appear.
