How did Romulation get its name?

Rom, the DS games we download buy.
And the ulation suffix comes from 'Emulation'.

OK, it's getting a bit frustrating now as I still can't locate it. Anyway, what it was, was a signature/banner that had the RomUlation title/logo on it. It's kind of like those older RomUlation signatures that had the logo & a videogame character at one side, however it had this cute cartoony looking polar bear on it.

Sorry if I'm being less of a help here but I really can't find it.
