I consider 12 and under to be preteen, because it just makes sense.

 

i get the whole teen ending thing but in terms of majorioty in an age I find it easier to consider 13 year olds as preteen

The people I know who consider thirteen preteen say it depends how long you've been thirteen.
I know, good for them...there it is. You can't say it's wrong of them to say that, though, just because "pre" means "before". Anything with a definition other than the conventional one could be slang.
