... i can use a scanner to upload my drawings digitally but what program is best for screwing around with it

 

as said in the rules
no "screwing" around with the picture, we all want the original right?

 

what about colouring?

but technically, if you want to color the drawing, you'll have to edit the image first
yes for hand coloring, but no for coloring on the computer
