Basicaly there are two forms of requests: new download and resumed download, if you already have part of the file then you can resume the download at no cost. If you dont have part of the file then you have to start anew, fooling the system isnt possible. There is no way we can tell whether a download finished or not so if it was started and then canceled or blocked on your end we still only see it as a started download.

I think a nice "Technical" design feature would be to check the user's browser to see if they are capable of downloading correctly. I perform browser checking with some of my websites to determine with design layout the user would see. I know this would make this easier. Atleast it should help with most of the download issues. Also there is a way to check if a user has a firewall and/or anti-virus. This may not always work with every user but to add this code won't hurt anything because again it will help with end many download problems.

There is absolutely no way javascript can check for a firewall or anti virus. Javascript is confined to the browser environment, the only times it isn't is when a security flaw is found and people rush to fix it.

Nor is it possible to know if a user hasn't set the site to be accepted, that's not part of the javascript language specification document.

It works fine on my end, are you on a wireless network? Sometimes they get disconnected when there's too much traffic.
