Basically, some guy puts a camera up and broadcasts a live feed of him or her playing the game. It's not limited to a camera only, however. When I was watching the Tales of Graces (Wii) stream before I got the game (please get it its awesome), the guy was broadcasting directly from the TV.

I wouldn't get excited. That stream I think is meant to tease us in a sense. And even if I did get my hands on AAI if it ever does get dumped, I have to finish my run of T&T.

 

That's called a capture card. You (somehow) connect it to your console or TV and transmits directly to your computer.
