So I found my solution a long time ago given those specs. Cannot find my old post, wherever it was posted. Been tinkering with different settings for over an hour and have gotten close to what I need.

Current issue: While the game maintains 60 FPS in most cases, example exclusive case is Lahan Burning foreshadow scene right after the intro setting sequence before the first gear battle sequence. The FPS during this scene is between 19-31 FPS. Gear combat sequence seemed like it was maintaining 55-60 FPS which is normal if not optimal.

Minor issue: Everything seems a little bloated. Been trying to figure out what res can change this. Also during the Lahan burning sequence there is a black bar at the bottom of the screen. Not sure hth that got there.. Fei's dialogue floats over it like it isn't even there but some villagers looks like floating tops of Canadian heads.

I'm open to using a different video plugin provided it works better than what I've accomplished so far. I'd just play the game if I didn't fear the slow down in the numerous scenes where for instance you have 3D gears, 3D buildings/structures, and 2D sprites -outside- of combat.

    EDIT: Minor issue

NTSC standard res is 720x480, PAL is 720x576. Try using 800x600 since that is the closest PC resolution.

You're using intel integrated graphics, which is utter shit, so don't expect too much. You could try peops soft driver but it may not help a whole lot
