The new XP Service Pack 3 is out now and ready to download from the Microsoft Download Center. I think this was officially released yesterday? They delayed it on April 29, and there's been so many news on it. I'm confused.

It has been officially released, my advice is to leave it for a month let them fix some of the things it breaks,

Yes true, it will still have some bugs. It was delayed because of a incompatibility issue with something.

For people who just use their computers for recreation it will probably be fine. I ran the second release candidate for the beta on my laptop for several months (I eventually broke the hard drive physically by accident) and experienced absolutely no problems, it even fixed the problem I had with my wireless card working only half of the time which had started from my roommate accidently kicking it into a wall.
