    I doubt it...

My laptop (2.0ghz rated at 3.2ghz dual core) stuggles.

Some games may work such as the 2-D one's, but one's like smash brother's melee might not do so well.

What about the other specs-those are just as important?

And there is another computer in my house that is the same, but is 2.2 GHZ. Would that work?

And can you give me some examples of 2d games?

The 2.2 might be better, the more power in overall specs the better.

Here is my specs just to give you an idea of how much you need for something veiwable.

    cpu-2.ghz rated at 3.2ghz
    Ram-2gb
    Video card-1gb

Direct x 9c-10 enabled (both installed)

2-d games...well ikragua is good (2-d shooter like space invaders...I spelt it wrong though :( ) and sonic mega collection.

Not much else I can remember...though maybe zelda orcarina of time/collector's editions might run ok.

Celeron wouldn't be able to play Dolphin.
You need to either upgrade it or buy a new ones.

    Here's my computer specs.
    AMD Phenom(tm) II X3 710
    2.61 GHz, 3.00GB RAM
    1GB NviDia Geforce 9500GT

    Although not very powerful,
but it can play both PCSX2 and Dolphin emulator in a normal speeds, and fairly good graphics.

The ram alone kills mine, though my cpu does partially beat yours XD

May I ask what the purpose of a graphics card is? Is it to help with the processor to run the graphics? Would it help since half the CPU is used up on graphics? Should I buy a graphics card?

And if so will this work?

That 9400 GT would help but the minimum spec requirement is still a cpu clocking 2 ghz or higher. The PSP can wait... upgrade your computer.

If there's a working PSP emulator, I don't mind to upgrade my computer. ;D

and a built in graphic card is not enough to play GC games on PC.

This is from experience, I can say that there really is no point using Dolphin with that PC. Super Smash Bros. Melee may go okay....But still nothing to laugh about.

I really recommend a modded GC or Wii for GC Backups.

just get yourself a wii and GC control and a good memcard, in the end it will be far cheaper than buying practically a new PC and a GC + most wii's are alreday modded with the latest chip.
