Where did you save the file, it should be there.
When you download the file, choose the "SAVE" option. Then it will ask you where to save, and you select where.

You may also need to extract the files from their archive.
    Check out this WinRAR tutorial.

We do not allow the use of shorthand. And excessive punctuation is discouraged. One ! and one ? is more than enough.

    I click on Download.
I choose North American or European Server.
    I choose "Save"
I select where I want to save it to (like to the Desktop).
The download starts, I wait, it finishes.
The file is on my Desktop. I extract it using WinRAR.

What Internet browser are you using, and what Operating system are you using?

Maybe you didn't save the file after you download it. You need to save it in a place where you can load it and play.

No, you see, when you EXTRACT the file, you change it from a RAR to what ever the contents of the file were (NDS, GBA, what ever it is). You don't turn them into a RAR file.
If it is a RAR file, it means you haven't extracted it yet.
