You have an unstable internet connection. If you are using a wireless connection, try switching over to a wired connection, since generally wired connections are more stable than wireless.

Also, try using a download manager like FlashGet
    http://www.flashget.com/

A download manager will allow you to resume a broken download. It won't solve the problem, but it will allow you to deal with it and still be able to download the files.

When you download a file from romulation, your computer sets up a connection to the servers and the file is transferred to you from the server.
Your connection is not stable. The connection is broken, and your internet browser assumes the file is complete, and stops the download.

Using a download manager will allow you to resume the connection and continue to download the file.
A good, free, download manager is FlashGet. http://www.flashget.com/

Download managers are programs that download the files for you, rather than your browser doing it. They handle downloads better, keeping track of what the file size is, and not letting it be complete until you download the whole file. So if the connection fails, it knows it is not complete, and stores the data you have already downloaded and waits for you to resume the download and finish it.
