Hm.... You should be able to download them unless you are downloading as a guest...but you'd have to be logged out for that... See What Tirith said. There a glitch a while back that only allowed you to download 2 games per day (the guest limit), but i think that was fixed by Seph.. Games under 50 mbs are free.
There is an issue with the "download limit exceeded" message popping up. Seph is working on it (well, he's on vacation currently, but it's being worked on). You should log out, clear browser cache, log back in, and see if it helps.
