What's going on.

    Youtube only allows 400 characters per comment while facebook allows 8,000.

    First of all it's youtube, my guess is to prevent comment flooding.

    My guess is with facebook it allows for some insightful comments, why because of the limit on statuses (about 400) I use the comments to post more detail.

    I do use the notes but I don't see the need when it's just a few words more.
