What program do translators and other patchers use to get into a .NDS directory?

    I would like to know the program that's used to open up .nds directories to see which files, folders and .narc are in there. If you know can you tell me the name.

    For example: The game Kingdom Hearts Re: coded has an _en and _jp directory. How do you access that file and folder. Is there a program or do you open up HxD. I may sound a little weird or off-topic but think of this as help for a flashcart.

    EDIT: This is also for a college assignment I'm doing on hacking and emulating technology and hardware.
