okay i am gonna have a contest on my website and i am gonna put the file on my website so the winner can open the file so can i do it or will i be banned please tell me because i don't want to get banned.

Once you download a rom from here, feel free to do whatever the hell you want with it. As far as contest prizes go though, it's pretty shoddy.
