Use blank RFIDs to simulate Skylanders in-game?

I remember reading about software that allows you to upload Skylanders figures' data into blank RFID chips and use them in-game (for those of you who don't know, Skylanders is currently one of the bestselling family friendly game series, and uses real-world figures for changing characters in game. these figures remember all their upgrades and coins etc. so even if you take them to a friends house, they'll still stay the same, also works across consoles).
This would be really helpful, as Skylanders are not officially sold in this country and it's too expensive to ship them here and I don't want to wait till I go back to America. Plus, I could get all the rarer characters. I've tried looking up this software, but it's rather hard to find. I've heard it exists, but currently the only software I've managed to find just hacks your figures, doesn't create them.
Just wondering if anyone else has heard of this. Imagine, playing Skylanders to its fullest without having to spend +$300 to get all characters and expansion packs! Then I can save my money and buy only the rarer characters for future scalping (reselling at a high price a while from now), and for normal characters just use RFIDs. Whoever apparently made this got a warning letter and it's not near as easy to get now, or something along those lines.

what makes you think rfid chips and related hardware would cost less than the figures?

I live in Asia. I can buy blank rfids (which are pretty small), r4s, computer screens, (pirated) wii games for less than $1 (not kidding), anything on the streets. Also, even if it costs the same, that's good as otherwise it costs way too much to get them on Chinese sites or shipped from America (shipping from Japan isn't bad, but I don't like using a credit card).
