I have built a PC online, and im not sure if i have a USB port. It does not have the option of adding any, so does that mean that most PCs come with USB ports by default?

yes. I very much suspect that power supply is too underpowered for the computer to run properly.

SOOO.... I dont need to add anything.
Just out of curiosity, where are the usb ports located then? On the motherboard?
And if i upgraded the power to 500 watt?

there will be some on the motherboard (usually 4-6) and possibly some on the front of the case

wattage isnt the only criteria that determines if a powersupply is any good or not, you need to work out the 12V amps draw and make sure the power supply can supply that. (generally look up the required amperage for the graphics card and make sure the PSU can supply at least 10A more).
