The Elusive VOLT TACKLE

Okay, quick n00bish question. HOW DO YOU GET VOLT TACKLE ON A PICHU/PIKACHU/RAICHU!!!??? My friends have this awesome move, but they don't tell me how they got it. They're all like, "Lets just say it took me a while." Or "An event Pikachu has a certain item." The HGSS event Pichu's have them, but I tried evolving my hacked shiny one and breeding it (I'd never breed my non-hacked one ) but it doesn't work. Any ideas?

 

Breed a pikachu or raichu with another while one is holding a "light ball". You can find them from captured pikachus or using thief on them, kupo.

They are hard to find, volt tackle isnt really that good either, it hurts your pokemon so you would probably be better off with thunder, kupo.
