Tech Romancer - Romulation - DCnull - unable to locate IP.bin

I download Tech Romancer from Romulation but I just can't figure out how to make it run on my PC (window vista).
I now had the bios , flash and d3dx9 file in the correct folder.
I can start the emulator without any problem but the game just won't start.The emulator cannot find any disc even I had already loaded the image file into it,sometime it come out with a message box telling me that the emulator unable to locate IP.bin (I had try to convert from cue to cdi , mds but still didnt work).
Can anyone give any suggestion how to solve this problem?

Try googling 'IP.bin'. It brings up many interesting results about that matter and it's involvement in Dreamcast Emulation.
