Tech Help(?): Heart Level would not increase [HarvestMoon Island of Happiness]

I really dunno if i should be posting in the tech.help section, but i think there is a problem with the game.
I have been playing it for 3 seasons now and been talking and giving presents cosistently to most characters. Nontheless, for all characters, their heart level raises upto only one; and for the eligible bachelors, still black.
At first i thought it was still part of the game and that the heart levels were a bit tough to increase for IoH, but i received a horse from Chen and is that supposed to happen only if the heart level is raised more then two? and somehow it seems wrong if the heart level does change at all after 3 seasons?

So is it somehow possible for this to be a technical problem with the game file or something? it is not just normal game play right?
