sometimes when I use it, it will just make this weird sound and then it hangs. can't do anything not even access the task manager. I've already took it to a technician but they don't know what is wrong and charged me for just trying.

HEHEHE >:D I experienced that before ;D You have either a failing fan or a old spoil hard disk.
    1) Observe if any thing is interfering or hitting against the fan. If nothing proceed to step 2
    2) Clean your fan free from dust. Done or it is already clean proceed to step 3
    3) Bring to another Computer Technician and say that one of your internal fans or hard disk is spoil.
    4) Good Luck,Real Information Help

    1. I have a tall stool with holes so even if the fan IS failing, the heat will just sink right through.
    2. hm I'll get to that
3.eh my dad isn't going to drive me back there
4.er yeah I sure will try these
oh and it could also be my battery. remove the power source and it just fully shuts down automatically.

PAL and NTSC have nothing to do with power supplies. You mean you switched the voltage selector down to 117V

It refers specifically to two different Television standards. Not really anything to do with the power distribution standards.
