sometimes when I use it, it will just make this weird sound and then it hangs. can't do anything not even access the task manager. I've already took it to a technician but they don't know what is wrong and charged me for just trying.

If nothing proceed to step 2 2) Clean your fan free from dust. Yep had that befor, Leave it to them to fix I had that when i switched the pal to ntsc in power supler mode, as i did not know then, Yep caused a right stinker, But now i know what it is lol! Thats whay i sed ask the right people first!!
PAL and NTSC have nothing to do with power supplies. You mean you switched the voltage selector down to 117V
Yes i ment the switch on the back of the power supply Caused a crack / flash and smoke lol! I thought it was ment to be english and american power vlotage
It refers specifically to two different Television standards. Not really anything to do with the power distribution standards.
