What program do you use? Try sony vegas and on the video click even pan and crop, and then a box should show up on sony vegas that will allow you to stretch the video and mask or rotate and all other cool stuff. Also, make sure to right click on your video and click properties>maintain aspect ratio. then go in event pan and crop and stretch the video by grabbing the edges and stretching them to fit your TV frame.
