Could it be possible to make it where you could vote on a thread if it should be locked? Or just have a thread where we could request certain threads be locked? All reviewed by the Mods of course.
Normal users shouldn't have any sort of power in regards to deciding whether a topic should be locked or not. That's for the staff to decide and nobody else. The only real exception I'd consider to this is if the original poster requested the lock.
