When I Play Vagrant Story, everything works fine except for one thing. The "Now Loading" text occasionally appears in the middle of cutscenes, sometimes with a black box around it. Anyone else ever have this issue, and know how to resolve it? NOTE: I use epsxe.
PEC isn't really a graphics plugin, it's a cheat plugin. Pretty sure you still select a graphics plugin after selecting PEC.
...I just checked, and that's actually right. Turns out my main GPU plugin is Pete's Open GL, if that helps.
Can you post a screenshot of your Plugin Configuration (or just type it out... screenshot is faster though). Maybe list some computer specs as well (video card mostly).

All it did was make it windowed. And when I tried to set the soft plugin settings to nice, it said the resolution/color depth wasn't supported.
