It seems that when ever I try to burn a image file using image burner the game wont play inside my 360. But when ever I burn the game by clicking on the cue file or what ever the game works. Can someone tell me how to make cue file out of an iso image file? thank you.

you can't. The cue file contains instructions to the burning software telling it how to burn the image correctly, the cue file has to be made at the same time as the image.

You could just convert it to a .bin/.cue fileset.

Why your stuff doesn't work as an ISO is beyond me. Are you using ImgBurn?
