Does anyone know if there is a way to basically do a full system restore on the PSP 3000, including changing the firmware back to the original firmware? Pretty much a downgrade, so that I will be able to install software? Any help would be appreciated!

Google this: "GBA EMULATOR: GPSP-J 110507 SIGNED" (without " marks of course) .
Read carefully the installation notes before you install and follow them thouroughly. It's signed so it means that it will work on 6.60 ofw without any problems provided you do everything correctly.
I won't recommend downgrading because you might brick your psp if something goes wrong or newer games might not work at all on psp 3000.

you dont need to downgrade to play homebrew on you psp, you have several choices.
1st. you can do as reekon_retro says and play signed homebrew
2nd. you can use Half-Byte Loader to load homebrew via an exploit
or 3rd. use the pro (or me) cfw to play homebrew
