You're probably better off getting a newer TV.

If it is a PAL/NTSC issue, then using HDMI on a newer TV will solve the issue.
Actually, whatever the issue is, it will go away with a new setup.

    I run a cheap man's setup because I don't have an HDTV.

    This is what I use:
    17" computer monitor (LCD) ($170)
VGA converter box (used just for the red and white audio) ($30)
    cheap computer speakers ($10)
    HDMI cord ($5)
    HDMI-DVI converter ($5)

Or just find a computer monitor that has an HDMI port, and forget DVI.

This is the only solution I have for you, assuming you have configured the video settings correctly (480i).
Are you running backups? If you are, then check to see if it is just the PAL games or just the NTSC games that are causing the problem.

if you have a monitor with HDMI you don't need the vga/speakers because HDMI carries audio and HDMI monitors have built in speakers.

whichever monitor you choose, make sure the maximum resolution is at least 1920x1080 (i.e 24" or higher). 480/720 look odd on widescreen monitors and it makes the text harder to read.

I wasn't sure if the ones with HDMI had built-in speakers or not. If they didn't, you'd still need the VGA box.
